Add conditions for l10n of the home page

This needs hugo-i18n!9 (merged) and aether-sass!70 (merged)

  • At least 75% of the string file needs to be translated for the home page to be considered enough translated
  • The Arabic file is an example: hugo-i18n marks the insufficiently translated content file with a 'warning: true' value in the frontmatter, then the layout defined in aether-sass tells Hugo to show an alert on the web page because it has that 'warning: true' value
