Added and linked to SUS and Idle Mode measurement reports

This MR adds the following 2 energy consumption reports to the okular.kde.org/eco/ subpage and links to them in the okular-kde-org/content/eco.md document:

    1. Standard Usage Scenario (2022-09-22_Okular_energy-consumption_SUS_de.pdf)
    1. Idle Mode (2022-09-22_Okular_energy-consumption_Idle_de.pdf)

The reports are currently added to the directory okular-kde-org/static/eco/. I used the eco.kde.org/handbook website as an example to follow.

However, I get a "404: Page not found" error when trying to download the reports. @phunh @carlschwan Can you help?
