Rename the layout file

Phu Nguyen requested to merge work/news into master

Now when you want to write a release announcement, you can declare

layout: annc

and the "Get it, Try it, Love it..." and "Get Involved!" sections will be included for you.

If what you want to write is not a release announcement, simply don't declare any layout.
