Icon theme pages

David Barchiesi requested to merge barchiesi/developer-kde-org:icon_theme_pages into developement

Add layout for browsing icon sets via category selection and keyword search and add initial pages for breeze and oxygen icon sets that use this layout.

In order to build the icon metadata necessary for showing the page, the icon_extractor.py script must be used as detailed in the README.

Originally was MR !8 in KDE.org Website.
