Allow to call partition manager from the right click menu on the device.

Tomaz Canabrava requested to merge tcanabrava/kio:export_partition_btn into master

This adds a new button for formatting drives - currently it opens partition manager but a future implementation could do the formatting inline. This depends on dolphin accepting: system/dolphin!324
