Cleanup and fix static QML module installation

This removes Kirigami-specific hacks as well as static-build specific code paths in favor of generic Qt/ECM mechanisms.

More importantly, this produces an installation that is consumable via qmlimportscanner.

Depends on extra-cmake-modules!474 (merged) and extra-cmake-modules!475 (merged).
