Add number of layers to transform action text

As suggested in !1811 (comment 787312) ; change the layer transform actions' undo and dialog text to use the i18n pluralization macro, while also adding the number of layers to it. Adding the number of layers should make it clearer to the user.

Test Plan

Select multiple layers and use the layer transform actions (Mirror, Scale, Rotate, Shear, Offset). The dialog title (where applicable) and undo text should read like "Scale 3 Layers".
