Put Quick Annotation tool actions into action collection

This shall allow to create a “Quick Annotation Toolbar”, where all Quick Annotations have an own checkable button, similar to the previous annotation toolbar.

  • Fix ToggleActionMenu (!245 (closed))
  • When I click one of these checkable buttons, it disappears. Maybe populateQuickAnnotations() is called more often than obvious? That would also explain why the tools are in most cases not checkable.
  • Make Quick Annotations button show a checked state?
