Selectively reparse builtin and quick annotation tool configuration

This should reduce the number of reparsing of the configuration files and the number of times we call populateQuickAnnotations as suggested by @davidhurka in !246 (closed).

This MR lays the ground for the next MR where I'll make the quick annotation action toggleable where the benefits of this change should be more clear.
