Kcm: Reduce settings rollback timer to 15 seconds

If the rollback would be necessary, we shouldn't let the user wait for 30 seconds. He may struggling to click on the revert button in the first place. 15 or maybe 10 seconds should be enough.

Other cases are marginally changed.
