Add support for protocol kde-output-device_v2, allow to detect drm mode changes
This allows to support mode (aka refresh rate and resolution) changes reflected by udev/drm.
This is most prominent in VM setup.
Requires libraries/plasma-wayland-protocols!9 (merged) and kwayland-server!243 (merged)
