Make Window Filtering Optional

Solves bug 460710. Related to the requests made by Niklas Stephanblome here and here.

This would make window filtering optional by providing a checkbox in Desktop Effects -> Overview -> Overview Configuration KCM. The attached bug report contains a bunch of the reasons why people wanted this option

I have done the work on plasma 5.27 branch just to get started, but from what I can tell the effects folder is gone or has been moved in plasma6? Any pointers on where to get started to get this running on the master branch would be greatly appreciated.
