Increase task manager internal margins

With the task manager now expanding to borders (see depends on), it is necessary to add internal margins equal to panel margins to make the icon have a consistent size. Border margins are much smaller compared to vertical margins because horizontal margin is already added by the TM code itself, so a significant increase is not necessary.
