[plasma-workspace] First a runnerWidth property/getter/signal is added to View in plasma-workspace and the property is used via runnerWindow to set width in RunCommand.qml (plasma-workspace!1939 (closed))
[plasma-desktop] then new UI settings are added to configure this property (this MR)
