applets/trash: show in System Tray when not empty
This provides a handy systemwide location to access and empty the trash from, which can make those tasks easier for average users now that we've removed it from the desktop and it otherwise only appears in the Places panel.
This can of course be disabled if wanted--same as any applets that appear in the System Tray.
This is a continuation of !740 (closed), which would have required such extensive rebasing that a new MR seemed to make more sense.
