desktoppackage: Add UI to warn about and fix unsupported configurations

This solution currently suffers from PC3/SpinBox binding loops. The window does not resize at first, and the content would be clipped out of bounds; but after some attempts back and forth the content would fit but vertical spacing would shrink. Something has to be done about that… Has been fixed via plasma-workspace!4267 (merged)
