kcms/keyboard: enable modifier-only shortcuts

Some of these seem to have been removed in the recent !2342 (merged).

cc @echesnokov I think I caught every one of these.

Test plan: In keyboard kcm, verify that all shortcuts allow modifier-only shortcuts.
