[kcms/launch] Move to Appearance category

Nate Graham requested to merge ngraham/plasma-desktop:move-launch-feedback-kcm-to-appearance into master

This KCM is 100% appearance-based, so it should be safe and semantically sane to move it there.

If this is rejected, I think that instead of leaving it where it is, a better course of action would be to move the cursor-based feedback setting into the cursors KCM, and the Task-Manager-based feedback setting into individual Task Manager widgets.
