Support deploying apps-k-o with staticweb image

Phu Nguyen requested to merge phunh/ci-images:work/apps-k-o into master
  • Use py-appstream to replace appstreamcli
  • Update Hugo
  • Remove redundant installations from suse-qt515

This needs to be merged before binary-factory-tooling!269 (merged) can be.
