Standardize Gitlab labels
Hi, I took a look at the main group labels we have on Gitlab and reordered them like so:
(I used Focalboard as a selfhosted kanban website to do this, the icons are randomly generated)

The "All Should Have" column contains labels that I think should be available in all groups.

The "Proposals" column is what I think would be good to have in all groups.

The "Removals" column is what I think should not be used at all, or at least not used as group labels.

The "Ambiguous" column is either what has multiple words being used, or that I think are not clear enough to provide value.

The "Specific" column is for things that are specific only to certain groups.
What do you think? Does it make sense? Any other possible label suggestions?
My estimate is that once we have something to use as a standard or pattern to follow, we wouldn't need much work done to add those labels to each group, probably less than a few hours. However, fixing the usage of labels in individual projects would need quite a bit of triaging work (and might actually not be necessary if we don't relabel them retroactively).
