WIP: Update FRP

This addresses part of #1 (closed) by fixing URLs, changing the license form to SPDX, and generally chasing https://community.kde.org/Policies/Licensing_Policy so that our legal permissions match what we ask of people themselves. This branch is very much WIP to untangle what has changed since the FRP was last updated.

As a complication, updating the FRP reguires a motion at the general assembly: that means that we can merge this, and create the documents, but they are not official until the GA passes a motion (at Akademy, generally). Then we can update the documents on the e.V. website at https://ev.kde.org/rules/fla/
