Use colorful "behavior" icon in settings window sidebar

Nate Graham requested to merge ngraham/kate:colorful-icon into master

This makes the sidebar closer to being all colorful:

This new icon is being added in frameworks/breeze-icons!46 (merged). If anyone uses Kate with an icon theme or a version of Breeze icons that lacks this icon, it will fall back to preferences-system-windows, which is the same but lacking the settings icon inside it.
