Overhaul and re-organize Support page
Update this page to reflect modern ways of doing things in KDE. Largely inspired by https://community.kde.org/Welcome_to_KDE#Get_help_&_support, which will be replaced with a link to this page if and when it's merged.
In addition, add a section about sysadmin account issues, since it's a thing that comes up a lot.
Also remove the section about e.V. endorsed consulting firms, since this isn't really relevant to the people who will visit this page since they generally have personal issues and want free help.
Finally, remove the mailing list section since people don't really ask for help using KDE's mailing lists anymore, and we don't want to encourage them to do so, since discuss.kde.org is much better for this.
