Draft: [KRunner] Create property to set KRunner width
This MR is deprecated in favor of the code being specific to krunner and in plasma-workspace and plasma-desktop.
It's now marked as WIP simply to prevent accidental merging, but this can be closed.
- First a runnerWidth property/getter/signal is added to View in plasma-workspace and the property is used via runnerWindow to set width in plasma-workspace plasma/plasma-workspace!1936 (closed)
- then it can be configured via the GUI in plasma-desktop plasma/plasma-desktop!1053 (closed)
