Wayland: Add support for protocol kde-output-device_v2
Counterpart of kwayland-server!243 (merged)
Requires libraries/plasma-wayland-protocols!9 (merged) and kwin with kwin!1046 (merged)
Reuse KWayland a little to handle the registry and interface announcement then uses wayland-scanner generated classes for protocol support of kde_output_device_v2 Renames WaylandOutput to WaylandOutputDevice
plasma-wayland-protocols version is currently incorrect.
